Requesting NIH Certificates of Confidentiality (CoC) for Non-NIH Studies

A Certificate of Confidentiality (CoC) helps protect the privacy of research participants by limiting disclosure of identifiable, sensitive research information. NIH-funded studies that meet NIH criteria are automatically deemed to have a CoC and do not require a separate application.

A CoC request is only needed when the study is not funded by NIH, and the research collects or uses identifiable, sensitive information. The Vice Dean for Research (VDR) serves as the institutional official (IO) for CoC requests at the Bloomberg School of Public Health (BSPH). Requests are routed internally to the VDR for institutional review and approval. There is no fee to request a CoC.

How To:

  1. Access the NIH online Certificate of Confidentiality request system:

  2. Complete the online application with:

    1. Study/project title and description

    2. Funding source information

    3. Principal Investigator information

    4. Institution and performance site details

    5. Key personnel information, if applicable

  3. When prompted for the Institutional Official: Enter the Vice Dean for Research (VDR) as the institutional official responsible for approval (for BSPH this will be Dr. Gregory Kirk).

  4. Submit the request through the NIH system.

  5. The request will automatically route to the VDR for institutional approval.

  6. Once approved, the requestor will receive an NIH confirmation email.
