Understanding the NIH's policy on AI

On July 17, 2025, the NIH published a notice outlining appropriate use of Artificial Intelligence to maintain the originality of the research application process. The policy also limits the number of research applications a PI can submit per calendar year to 6 applications. The policy is effective for applications submitted September 25, 2025 or later.

The NIH specified that AI should not be used in applications to:

  • substantially develop entire research applications or sections of research applications

  • substitute for “original” ideas on the research application

If use of AI is detected after an award is granted, the NIH may:

  • refer the case to the NIH Office of Research Integrity

  • disallow costs

  • withhold future awards

  • suspend part or the entire grant

  • terminate the grant

The NIH also limited the number of research applications a Principal Investigator, Program Director, or Multiple Principle Investigator for all council rounds per calendar year can submit to 6 applications for:

  • A new grant

  • A renewal

  • A resubmission

  • A revision

This 6 application-limit does not apply to T activity codes or R13 Conference Grant Applications.
